Earthquake strengthening was pushing down the value of older-style buildings in Tauranga's downtown, city centre project manager Duarne Lankshear told councillors yesterday.

He said it had implications for rating and opened up issues for businesses, including that building owners could not get certainty of tenure.

A strategy was needed to deal with earthquake strengthening.
