Mystery surrounds man's death

The final hours of Tauranga man Ira Shephard's life are likely to remain a mystery because detectives are unable to pin down how he ended up in Tauranga Harbour.

Mr Shephard's body was found floating under the piers at the Sulphur Point container wharf on December 8, a week after he was last seen in Marsh St.
